He graduated as a physician and ophthalmologist at Tulane University, after which he completed a Fellowship at Bascom Palmer Eye Institute where he specialized in Cornea and Refractive Surgery. He currently directs both the Cornea Bank of the Dominican Republic and the Cataract Clinic, Refractive Surgery and Projects (CCCRP). He is a national pioneer of the ReLEx SMILE procedure for laser vision correction, as well as an instructor of the new technique. He has presented at international congresses on his experience with the combination of SMILE and Advanced Surface Ablation (ASA) with Crosslinking.
His expertise includes the management of cataract patients after having received laser surgery (PRK, LASIK, SMILE) for visual correction. He performs refractive cataract surgery, with implantation of special lenses to correct astigmatism and presbyopia. He places ICLs in those with very high myopia or very thin cornea. He has been recognized in national and international congresses for his development of corneal collagen Crosslinking. He is a leader in the Caribbean region in the placement of corneal rings. He adopts the CAIRS technique to reduce refractive defects in eyes with keratoconus from very early on. At the Laser Center he has instructed several fellows in Cornea and Refractive Surgery. At the Central Hospital of the Armed Forces he heads the Cornea program to educate ophthalmology residents.
