After completing college and medical school at Duke University, he completed his fellowship in ophthalmology at Bascom Palmer Eye Institute (BPEI). He was chief resident during his subspecialty year in retina and vitreous at BPEI. He founded the ophthalmology department at Elias Santana Hospital and has trained hundreds of national and international residents and fellows since 1985.
He founded and heads the Cornea Bank of the Dominican Republic, the Ocular Microsurgery and Laser Center, the Laser Center and the Cataract Clinic, Refractive Surgery and Projects (CCCRP).
He brought the first intraocular lenses to the country, as well as the first phacoemulsification machine to perform minimally invasive cataract surgery. He has participated in several clinical studies of intraocular lenses to correct presbyopia and other refractive errors.
Developed the first prototypes of implantable contact lenses (ICLs) and then trained dozens of ophthalmologists to fit them. Brought the first excimer laser to correct myopia, hyperopia and astigmatism to the country. Brought one of the first microkeratomes to perform LASIK in the Dominican Republic. Brought the first equipment to perform Crosslinking to the country. Brought the tunnel creator to place corneal rings. Developed a femtosecond laser to assist in cataract surgery. Brought the first femtosecond laser to perform SMILE, SBK and Femto assisted corneal rings to the country.
